Sure, there are hurdles to getting homeless people into apartments beyond the cost, but for that price, the city could work on those issues. Campgrounds are fine in the interim but not indefinitely.

While I think sanctioned campgrounds with wrap-around services are perhaps the best immediate response to the service-resistant homeless, I do not think city parks are a good place for them.
