To fix this pesky issue, you need to put the game in Fullscreen mode so that the taskbar disappears. Alternatively, you can also force restart the Windows Explorer or restart your PC.

And indeed, that does work to fix a nonresponsive Start menu or taskbar icons. But it takes time — at least a minute for most PC users — and can derail your productivity.
